简要规则描述：******街道十六个已过质保期的监控、鹰眼及引导屏等设施设备及存储设备进行运行维护保养，包括监控点位共1783个，高空鹰眼10个，上云点位82个，小区监控室14个，停车引导屏1块，车位显示屏4块。要求可以及时、准确的排查及处理设备运营期间的各类故障，确保街区平安设施运行稳定。（具体详见第三章采购需求书）

Brief Specification Description: This project intends to select a professional supplier through competitive consultation to provide maintenance services for safety facilities in 2025. The service will focus on the operation, maintenance and upkeep of sixteen facilities and equipment such as surveillance cameras, eagle eyes and guidance screens, as well as storage devices that have exceeded their warranty periods in Shanggang Xincun Sub-district. The service includes a total of 1,783 surveillance points, 10 high-altitude eagle eyes and 82 cloud-based points. There are 14 monitoring rooms in the community, 1 parking guidance screen and 4 parking space display screens. It is required to be able to promptly and accurately identify and handle all kinds of faults during the operation of the equipment to ensure the stable operation of the safety facilities in the block. 合同履约期限：2025年07月01日至2026年06月30日。

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目是专门面向中小企业采购，评审时中小企业产品均不执行价格折扣优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measure, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: This project is specifically targeted at small and medium-sized enterprises for procurement. During the review process, no price discount benefits will be applied to the products of small and medium-sized enterprises. (2) Support welfare units for the disabled and treat them as small and micro enterprises;

(c)本项目的特定资格要求：1、未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法失信主体、政府采购严重违法失信行为记录名单；
2、须系我国境内依法设立的法人或非法人组织；
3、本项目不允许转包。

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonesty executors, major tax violation dishonest entities, or serious illegal and dishonest behaviors in government procurement on Credit China (******) and China Government Procurement Network (******); 2. It must be a legal person or unincorporated organization established in accordance with the law within the territory of China. 3. Subcontracting is not allowed for this project.
